Subject Matter Experts

Graduate Medical Education is the administrative office responsible for coordinating residencies, fellowships, and affiliations for medical residents. Visit the Graduate Medical Education Web site for more information.


External Sale of Goods or Services

External Sales in the Controller's Office is the Subject Matter Expert and administrative office responsible for coordinating external sales activity for the University. The request for a contract for External Sales is in the form of an External Sales Action Form that needs to be completed for all External Sales. The procedures for conducting external sales are specified in detail in the External Sales policies and procedures found in the Policy Library, Financial Section 2. Contract Originators may complete the appropriate Standard Contract once all approvals have been obtained on the External Sales Action Form.


Patent or Technology Marketing

A patent is a grant of a property right by the U.S. government to the inventor giving the owner of the patent the right to exclude others from making, using, offering for sale, or selling the invention in the U.S. or importing it to this country. A technology license is a negotiated legal contract in which the University grants an individual or company certain rights to use and/or sell inventions made by University employees.

Office for Technology Commercialization (OTC) is the Subject Matter Expert and the administrative office responsible for determining marketability of an invention and whether to apply for patent protection. OTC determines the appropriate Standard Contract to use and completes and executes all contracts. Visit the Office for Technology Commercialization Web site for more information. Purchase of Goods or Services

Purchasing Services is the Subject Matter Expert and administrative office responsible for facilitating purchasing processes, and providing sourcing, bidding, and troubleshooting assistance to University of Minnesota colleges and departments. Real Estate

Real Estate, also known as real property, can be land (surface or subsurface), buildings (or space within a building), air rights, mineral rights, or water rights. A lease is an agreement that gives the user exclusive possession of a real estate (which can be land or all or part of a building) for a specific period of time. A use/license agreement permits a person to do something on the property of another without giving the user any interest in the property. Unlike a lease, a use/license agreement is typically revocable at will and is non-exclusive.

The Real Estate Office is the Subject Matter Expert and handles all real estate leasing (including office, laboratory and storage/warehouse space, and land), all real estate purchases and sales, and management of certain University properties. Real Estate policies and procedures are found in the Policy Library, Financial Section 14. In most instances, the Real Estate Office completes the Standard Contract form. All real estate contracts must be signed by the Real Estate Office.


Sponsored Project

A Sponsored Project is an externally funded activity that is governed by specific terms and conditions, and is separately budgeted and accounted for subject to terms of the sponsoring organization. Sponsored Projects may include grants, contracts, and cooperative agreements for research, training, and other public service activities.

Sponsored Projects Administration is the Subject Matter Expert and administrative office responsible for helping University of Minnesota faculty seek, acquire, and manage externally sponsored funding for research, training, and public service projects. OGC has pre-approved a wide range of standard government contract forms developed by agencies such as NIH and NSF.
